In Chile, a child is murdered every five days. Based on our experience in cases where the system’s difficulties in detecting and investigating these crimes have been evident, we are promoting this project to foster structural changes that strengthen the State’s response.
International Partnerships
Capacity Strengthening and International Partnerships
Since 2023, we have participated in training and cooperation initiatives in the United States, Ireland, and Greece, gaining access to specialized knowledge in the investigation of child homicides, pediatric forensic medicine, and interagency coordination. These experiences have enabled us to build a network with international experts and identify best practices that can be adapted to our country.
Assessment
Report: “Assessment of the Investigation of Homicides of Children in Chile”
In mid-2024, we presented the first national assessment of this issue, identifying structural deficiencies: a sustained increase in homicides of children, a lack of accurate data, the absence of protocols, and difficulties in determining causes of death.

Series of Meetings with Key Institutions
Between July and August 2024, we presented the findings of the assessment report to entities within the justice, security, health, and protection systems. These meetings generated consensus regarding the urgency of improving coordination and led to the creation of an unprecedented working group.

Training for System Operators
In October 2024, we held the seminar “Desafíos en la investigación de homicidios de niños, niñas y adolescentes” (Challenges in Investigating Homicides of Children), which brought together more than 500 professionals from the justice, health, and security sectors. The event featured international experts in investigation and pediatric forensic medicine. Additionally, a specialized training session was conducted for forensic pathologists from the Servicio Médico Legal (national Forensic Medical Service).
Intersectoral Group
Intersectoral Group for the Prevention and Investigation of Homicides of Children
In October 2024, we established the Intersectoral Group for the Prevention and Investigation of Homicides of Children, the first permanent body in Chile dedicated to addressing this issue. Since then, the group has met monthly and, using an agile methodology, has conducted an institutional assessment, identified gaps in the system, and developed the first collaborative diagnostic report. We are currently working on designing proposals to strengthen the response to these crimes.

This body, formed in partnership with 11 public agencies, seeks to establish and facilitate mechanisms for collaboration among institutions to prevent and investigate suspicious deaths and child homicides.
