Report on the evolution of parole applications

This study aimed to identify whether the 2019 reforms introduced to the processes of applying for and granting parole have had any effect on the proportion of applicants granted the benefit. To do this, figures on applications and grants stored by the Chilean Prison Service (Gendarmería de Chile) from 2017 to the first half of 2022 were analyzed. Among the findings, it was identified that during the observed period there was an increase in applications (by nearly 20%), accompanied by a progressive decrease in grants (from 74% to 18%). Additionally, a considerable rise in the filing of writs of protection was observed, which has allowed applicants to access the benefit despite the initial rejection of the Parole Commissions’ decisions. These results suggest that a more rigorous review of applicants’ backgrounds by the commissions may have been conducted, which would explain the lower number of benefits granted at the first stage. Furthermore, a third relevant finding concerns the insufficient number of parole officers available to supervise parolees, as the data shows that, in the national case, each officer would supervise an average of 70 individuals, while international standards indicate that, for better targeting, the optimal number of supervisees should not exceed 25.
