This memorandum presents the main arguments derived from the discussion on the non-prescription of criminal action for sexual offenses committed against children and adolescents (C&A), as outlined in the proposals sent by the Executive to Congress in May 2018. In order to contribute to an informed debate on the matter, the document provides background on the social and parliamentary discussion on the issue, the legal and juridical implications of its implementation, available international experience, psychosocial evidence regarding the phenomenology of sexual offenses against C&A, and the arguments put forth by various specialists in the field.
