The document “Detection, Care, and First Response in Health for Victims of Human Trafficking, Illegal Migrant Smuggling, and Sexual and Commercial Exploitation of Children and Adolescents (C&A)” was approved on March 9, 2018, under Exempt Resolution No. 400 from the Ministry of Health. Its objective is to establish criteria for the comprehensive approach to care, first response in health, and, where applicable, suspicion and referral of these victims within the health network, incorporating a rights-based and gender approach.
Note to the reader. The regulation of human trafficking was modified in 2021 under Law No. 21.325 regarding its penalties, while a bill currently under consideration (Bulletin 14440-07) seeks to introduce significant advances in the area of commercial sexual exploitation of C&A, which may lead to changes in the guide. However, the guidelines of the document go beyond the conceptualization of these crimes, providing general criteria for offering comprehensive health care and intersectoral assistance to these victims to reduce their secondary victimization.
